“The Ontario Facilities Management Association (OFMA) is a not-for-profit association which aims to advance the facilities management profession within Ontario municipal governments by developing guidelines, sharing information, and building a strong support network. Through membership involvement from various local Governments across the province, it provides a forum for discussing current issues and shares educational presentations for its members, complementing other facilities management organizations.

Membership is voluntary, and the Association is not for profit.

Treasurer: Val Morgado, City of London

Val Morgado is the Senior Manager of Facilities for the City of London. Since joining the City of London in 2007, he has made contributions in various capacities including project management, asset management, and service delivery improvements before advancing into leadership. Val has held key roles, including Manager of Facilities Maintenance & Operations, Manager of Facilities Planning, Energy, and Assets, and Supervisor of Maintenance and Operations. With over a decade of leadership experience, Val has played a role in optimizing facility operations, implementing sustainable energy practices, and enhancing asset management strategies and is committed to excellence and innovation to ensure that the City’s facilities meet the needs of the community.

Secretary: Ashley Stevens, City of Ottawa

A graduate of the University of Western Ontario, with a bachelor degree in Anthropology, Ashley began her career with the City of Ottawa in Museums almost 15 years ago. Throughout her various roles, she has developed policies and procedures, led and participated in consultations with various stakeholder groups, and been responsible for the management and curation of multiple museum exhibitions across the city. Currently, Ashley is the Facility Operations Analyst with Facility Operations Service. In this role, she is responsible for providing strategic support to the Director and the management team and has played an important role in the implementation of a City of Ottawa Corporate Facility Management Framework.

Co-Chair: Franco Marchese, City of Thunder Bay

Franco Marchese is a Facilities Management professional with over 30 years in the industry. He currently serves as the Manager of Facilities Services for the City of Thunder Bay, overseeing a diverse portfolio of approximately 175 facilities, totaling 2.1 million square feet. His portfolio includes a wide range of municipal and regional facilities, such as community centers, pools, splash pads, arenas, stadia, emergency services buildings, and corporate and administrative structures. Additionally, Franco manages security systems and participates in strategic facility planning. A dedicated member of the Ontario Facilities Management Association (OFMA) since 2017, Franco brings valuable expertise in facility management, operations, and maintenance to his role. Prior to his tenure with the City of Thunder Bay, he accumulated a wealth of knowledge in the waste water, project management, electrical, instrumentation and pipefitting industry, enabling him to effectively lead his team and optimize facility operations for the city.

Chair: Richard Pankratz, Region of Niagara

Richard Pankratz is currently the Manager of Energy Management at Niagara Region. He started at Niagara Region in 2011 and has had several roles including Facilities Engineer, acting Facilities Supervisor, Manager of Facilities Operations, and acting Director of Construction, Energy & Facilities Management. Prior to joining the Niagara Region, he worked in the private industry since 2002. First designing aircraft engines at Pratt & Whitney Canada, and then moving on to design HVAC systems for buildings, including Geothermal/HVAC system design and project management. He is a graduate of Queen’s University Mechanical Engineering, is a P.Eng., LEED Accredited Professional and a Certified Energy Manager. Richard has enjoyed being a part of the ORFMA/OFMA meetings since 2011.
